Two powerful explosions were heard on Thursday in the Russian city of Belgorod, near the border with Ukraine, two eyewitnesses told Reuters.
The blasts were heard in the southern part of the city. It was not clear what caused the casualties or significant damage.
Russia has in recent days reported a series of attacks by Ukrainian forces on Russian areas near the border, stressing that such strikes increase the risk of further escalation of the conflict.
Ukraine has not directly claimed responsibility for the attacks, but has spoken of “revenge” and “karma” for Russia.
Earlier, Russian Foreign Ministry spokeswoman Maria Zakharova accused the West of openly urging Kyiv to attack Russia, warning the Ukrainian side not to “test our patience.”
