No street or public space in Recife can have obstacles that prevent homeless people or the city’s population from moving through these places. By the new rule, sharp metal pins, concrete cylinders on the sidewalks and split benches are prohibited, for example.
The National Congress overturned, this Friday (16), President Jair Bolsonaro’s (PL) veto of bill 488/2021, which bears the name of Father Júlio Lancellotti. Recife was the first to sanction. It is a tribute to the São Paulo religious with a historic role in defending the homeless population in São Paulo.
It is considered a hostile architecture technique the installation of urban equipment with the purpose of “preventing the use of streets, spaces or public equipment as housing for people living on the streets”, in addition to hindering the circulation of the elderly, young people or other people.
The norm considers hostile architecture equipment, installations that contain sharp or rough stones; uneven floors.
The 72-year-old priest became known throughout the country after breaking cobblestone stones with a sledgehammer installed under the Dom Luciano Mendes de Almeida viaduct, on Avenida Salim Farah Maluf, in São Paulo.
He praised the initiative in the capital of Pernambuco. “You are to be congratulated. Recife is the first Brazilian capital to do this and it had to be a northeastern city. We are going to publicize this so that it serves as an example for the country”, said the priest.
Recife’s ordinary bill of law was authored by Councilor Liana Cirne (PT). The councilor said that Father Julio Lancelotti is an example of the fight against aporophobia. “May this be just the first step towards having a city and a country free of violence and more humane”, she said.
“With this law, we have the commitment of the city. More than a commitment, an obligation to make an adequate, humanist architecture that welcomes people”, highlighted the mayor of Recife, João Campos.
