Rapporteur of the Fuels PEC should present an opinion this Tuesday (28)

Senator Fernando Bezerra (MDB-PE), rapporteur for the Fuels PEC in the Senate, must present the opinion on the project this Tuesday (28).

At first, the opinion would be presented on Monday (27). However, the senator chose to take more time “given the need to conclude the technical and legal assessments on the issues related to the PEC”.

The issue raises disagreements with governors. And, faced with the pressure to resolve or at least mitigate the effects of the high fuel prices precisely in an election year, the government and the rapporteur suggest including an increase of R$ 200 in the Brazil aid thus going from R$ 400 to R$ 600, and the creation of the so-called “truck voucher”, estimated at R$ 1,000

According to estimates made by the manager Ryo Asset, the cost of the Fuels PEC could reach R$ 58.2 billion, if the voucher for truck drivers is R$ 1,000.

Compensation to states

Senator Fernando Bezerra declared on Friday (24) that he withdrew from the text the Union’s financial compensation to federative units that chose to zero the ICMS on diesel oil and cooking gas.

The rapporteur argued that the resources would be “better used” if they were used for other purposes, such as subsidies to more specific audiences.

In the original text, by Senator Carlos Portinho (PL-RJ) the proposal would grant, as an incentive to states that zero the ICMS rate, both for diesel and for cooking gas, a compensation for the losses in collection due to the measure.

Bezerra declared that he is working together with the government’s economic team to address the sources of revenue to fund the proposal. According to him, “the commitment is with the construction of a report that is close to the fiscal impacts contained in the government’s proposal”.

“I think that just as the states are having an extraordinary collection this year, the Union is also having it. Royalty revenue, dividend revenue, the Union’s own tax revenue has been very expressive,” he said.

“So, I think that certainly, when the proposal is drawn up on Monday, the Ministry of Economy will manifest itself to say that the government has the necessary resources, it has the necessary fiscal ballast for these measures to be expanded without increasing the public debt” , he concluded.
