RAE: Even rolling blackouts in the event of a natural gas cut

The interventions to deal with the possible shortage of fossil fuels (this is the case that will arise in the event of a reduction or interruption of the supply of code natural gas) are prescribed by the “plan for dealing with risks in the electricity sector” drawn up by RAE and sent for consultation to the Commission and neighboring member countries. The last of the proposed measures is planned, rolling blackouts.

According to RAE’s plan, the measures that will be implemented if production and imports are not sufficient to meet demand are:

– Shutdown of hydraulic pumping units in pumping mode.

– Ensuring the readiness of all available power generation units and depending on the available reserves (lignite, natural gas, water reserves) each day, managing their operation in an optimal way for the safety of the System.

– Increase in lignite reserves

– Activation of a consumption reduction mechanism mainly during peak hours.

– Zeroing of exports and emergency imports of energy from neighboring Operators that do not face power sufficiency problems.

– Activation of emergency units that are in cold standby mode.

– If the above measures are not sufficient, rolling load cuts.

In cases of limited natural gas imports and therefore problems in the supply of power plants with natural gas fuel, the following measures are additionally foreseen:

– Postponement of planned maintenance of production units.

– Increased operation of lignite units.

– Increased operation of hydroelectric units.

– Request to provide emergency assistance to neighboring Operators who are not experiencing power sufficiency issues.

– Informing consumers about reduced use of electricity especially during peak hours (Rational management and maintenance of cooling – heating systems, energy saving in the field of lighting, water supply – drainage)

– Activation of fuel switching units.

– Creation of a mechanism that will ensure that natural gas units will operate at the minimum possible level (that is, they will be introduced last on the market).

Overall, RAE’s plan includes the actions to deal with crises in electricity production related (apart from the interruption of natural gas) to damages, natural hazards, pandemics, cyber attacks, etc.
