Prumo signs with Neoenergia to develop offshore wind and green hydrogen

Neoenergia and Prumo yesterday closed an agreement to develop a green hydrogen project in Porto do Açu, in Rio de Janeiro, together with the installation of a 3 gigawatt (GW) offshore wind farm, informed the executive director of Renewables at Neoenergia. , Laura Porto, during a presentation at the 20th edition of Rio, Oil & Gas.

According to Rogério Zampronha, president of Prumo, the alliance with Neoenergia follows another, made with the French company EDF-Re, also for the production of green hydrogen through offshore wind energy.

“We have a very ambitious project within Prumo, to make Porto do Açu a place where the entire energy transition, or energy revolution, as we call it, will happen, because there we can install the entire value chain, from equipment to the production of items for export”, said Zampronha, noting that in addition to competitive offshore winds, Porto do Açu already has all the infrastructure to support oil production, which will help the installation of the wind farm.

According to him, the expectation is that the first offshore wind megawatt-hour (MWh) will be generated in the enterprise by 2030.

According to Laura Porto, from Neoenergia, from now on, milestones will be established between the two companies and environmental studies should be the first to be developed.

“It is a very big concern of ours, and Prumo is a reference in this regard. So, I think data sharing will be very important, in addition to the logistical part, of course”, evaluated the director.

Laura explained that the choice of Porto do Açu is due to the prospects for industrial facilities in the region, which creates a demand for electricity generated on the high seas, in addition to the possibility of exporting the green hydrogen that will be produced by the two companies.

“It’s a very competitive advantage, because you don’t need big transmission lines, for example”, said the executive.

The 3 GW offshore wind farm project is still being evaluated by Ibama, which has already informed agents interested in exploring the new technology in Brazil that the preliminary environmental license will only be given after the legal framework for the segment is clear and consolidated.

“There is a decree today in which the complementary rules are being detailed, and there is a Senate bill that will give more robustness, more security. It is super important to build a framework that has legal certainty and predictability to attract investors”, highlighted the director of Neoenergia.

According to Laura, the regulatory framework for the segment still needs to be improved and should value environmental and social attributes, job creation, and company quality, “so that the price alone (at the auction in the area) is not the decisive factor,” he said.

“All these levers will contribute to making offshore wind power as successful as onshore, and on a much larger scale”, concluded the executive.
