The Federal Highway Police Department (PRF) is expected to deliver this Friday (15) a new manual with police training guidelines.
The document entitled “The fundamentals of training of the PRF” has 44 pages and lists the teachings that must be given to agents in training, including combating racism, torture and LGBTQIA+phobia.
The changes to the curriculum matrix occurred as determined by the Ministry of Justice and Public Security (MJSP), following cases of violent approaches that resulted in deaths.
The main reason for this determination was the case of Genivaldo de Jesus, killed in Sergipe in May last year. He was approached by three PRF agents and placed in the back of the vehicle with moral effect gas inside, in a type of “gas chamber”, and died.
A CNN had already reported that the PRF created a commission to “propose the review of police doctrine guidelines, with the aim of establishing the foundations of training, as well as coordinating the planning and execution of the human rights course”.
In November, the CNN added that the institution has been trying to improve its image in public opinion and that strategies have been drawn up throughout the year with the intention of showing that episodes, such as the arrest of former general director Silvinei Vasques, were isolated.
New guidelines for agents
The new guidelines consist of: strengthening knowledge about institutional violence, sexual and moral harassment, torture and the functions of the thematic areas of human rights within the PRF; educate and sensitize police officers about specificities and challenges faced by the LGBTQIA+ population; and promote anti-racist, gender education and cultural and ethnic diversity.
The manual also has the following points: addressing the rights and needs of people with disabilities and reduced mobility, as well as pregnant women and individuals with serious illnesses; emphasize the promotion of equity and prevention of gender-based violence; strengthen the safeguarding of the rights of the elderly population; educate about preventing and combating human trafficking and contemporary slave labor.
The new agents will also have the discipline to focus on topics related to the criminalization of poverty and guaranteeing the rights of people living on the streets; culture, experiences, peculiar ways of existing, as well as promoting and guaranteeing the rights of original and traditional populations
The fundamentals also detail that police officers must know about the legitimacy markers regarding the use of force by police institutions, “fostering reflection and understanding about the police officer as a professional”.
The report, the result of the commission with 30 agents, chaired by the Corporate University of the Federal Highway Police, will be delivered by director Antônio Fernando Oliveira to minister Flávio Dino.
