PCC and CV: Report points to the link between factions in Rio de Janeiro

A report from the Ministry of Justice and Public Security warned Rio de Janeiro authorities on an alliance between the country’s two largest criminal factions. According to the document, presented about two months ago, the First Command of the Capital (CCP) and the Red Command (CV) joined to launder money, traffic drugs and acquire war armaments.

“The Red Command has been using this sophistication that the CCP has long been in the money laundering and the strategic use of these financial movements,” said Victor dos Santos, Rio de Janeiro Secretary of Public Security.

According to the Secretariat of Civil Police, the alliance was evident from the tracking of the financial transactions of the two factions. Investigations revealed that criminals even created a digital bank to try to disguise operations.

“The two organizations used the same digital bank, the same fintech, to move the money from criminal activities. The money was going through this institution and was then sprayed. That is, this digital bank operated to both factions, and that was not by chance,” explained Felipe Curi, Secretary of Civil Police.

This Thursday (10), the Civil Police launched Operation Containment, the largest in history against the financial core of the Red Command. According to the theft and theft police station (DRF), CCP and CV moved about $ 6 billion in a year through facade companies and fintechs.

Sophisticated scheme

The scheme began to be unveiled after alerts from financial institutions on atypical movements: weekly cash deposits, with small value notes (R $ 5, R $ 10 and R $ 20), made by people linked to communities dominated by the Red Command. In one of the actions, police seized $ 152,000 with a person trying to make one of these deposits.

The values ​​were centralized in a perfumery company registered in São Paulo that, according to the investigation, did not actually exist. The firm was in the name of a woman registered in emergency and socially vulnerable assistance programs. Alone, she moved $ 200 million in a year.

Following, the money was sprayed to dozens of facade companies in different segments, such as florists to accounting platforms, until it was consolidated in a fintech called Fortbank, which operated as an intermediary Bank of intermediary without authorization from the Central Bank.

Fortbank’s formal partner, a 24 -year -old, drew $ 15 million in just three days. According to the investigators, the company’s true controller would be the girl’s stepfather, brother -in -law of one of the currently arrested CCP chiefs.

Part of the funds was sent to financial institutions in border regions, such as Paraguay and Bolivia, for the purchase of drugs and weapons. Another part was returning to Rio de Janeiro as a profit and also fueled a background of the faction, a kind of “parallel social security” that guarantees benefits to prisoners and leaders of the Red Command.

“Today’s operation reached all the ends of the scheme: from financial operators who received commissions for deposits to businessmen and facade companies. There were almost 30 companies involved, from various branches such as floriculture, accounting, transportation and advertising, as well as the final destination of these resources,” said DRF Deputy Jefferson Ferreira.

The operation served 46 search and seizure warrants in Rio de Janeiro and São Paulo. One of the targets was the financial operator Thiago Gonçalves, already sought by the Federal Police for money laundering and criminal organization. He was arrested.

In all, 100 agents from various specialized Rio de Janeiro stations participated in the action, supported by the Special Resources Coordination (Core) and the São Paulo Civil Police.
