One third of Brazilian municipalities has no urban drainage solution

Almost 33% of Brazilian cities report not having any type of urban drainage system considered by experts as essential in controlling rainfall to prevent flooding, soil erosion and slope sliding. The data are from the Brazil Institute, released on Wednesday (23).

The analysis is based on technical documents of the National Secretariat of Environmental Sanitation (SNSA) of the Ministry of Cities (MCID) made in 2023 and released in March this year, with coverage of almost 90% of Brazilian cities. The numbers show that:

  • 40.44% have exclusive systems for rainwater drainage;
  • 12.59% operate unit systems, which combine sewage and drainage in a single network;
  • 14.48% operated combined systems, with exclusive and unit settings in different parts;
  • 3.2% have rainwater treatment systems.

The research showed that 78.2% of urban public roads in Brazil have paving and half wire, but only 33.5% have underground rain networks or channels .

Only 5.3% of cities have directly drainage and rainwater management plans (PDD), a tool considered by experts as essential for strategic planning and risk reduction associated with extreme hydrological events.

From 1991 to 2023, 25.94 thousand hydrological events of disasters and 74% of these events were related to heavy rainfall . In this interval, disasters resulted in 3,464 deaths and caused losses higher than R $ 151 billion .

Necessary investment of R $ 223.3 billion

Between 2017 and 2023, investments in drainage and rainwater management have been, on average, about $ 10 billion per year, according to the study. It is estimated that it would be necessary to invest an amount of $ 223.3 billion, or $ 22.3 billion per year – the double the current .

Cities at risk

Among the 100 most populous municipalities in the country, 94 are mapped with some kind of risk, according to the study, which corresponds to 54% of the population in areas with mapped risks.

Only Maringá (PR), Ponta Grossa (PR), Cascavel (PR), Uberaba (MG), Taubaté (SP) and Palmas (TO) had no scratches classified.
