According to the journalist, some are beginning to think that a summit with the 27 leaders will be needed to reach an agreement on this.
As expected, there was no progress today on Russian oil sanctions at the EU meeting. Some are beginning to think that it will take a meeting of EU leaders to make it happen – a demand made by Orban at the start and then put on hold.
