Neymar Parado Helicopter: See Documents required for flight in Brazil

With the Certificate Aeronavability (CA) suspended by the National Civil Aviation Agency, the helicopter of player Neymar, who currently defends Santos Futebol Clube, has been prohibited from flying since the beginning of this month.

According to the regulatory agency, the suspension occurs “due to the salary of the Aircraft Verification Certificate (CVA) on the same date”.

The document is part of a list of requirements so that civil aircraft can fly in Brazil. The list of documents required by ANAC is defined by the Brazilian Civil Aviation Regulation (RBAC) 91.

See some of the required documents:

  • Certificate of enrollment and certificate of valid aircraft, issued by ANAC on behalf of the operator
  • Valid and updated aeronautical publications, containing adequate information concerning navigation aid, approach and exit procedures, and other aeronautical information regarding the route to be flown and the aerodromes to be used
  • Duly completed onboard diary. “In the case of aircraft engaged in recreational or sport activities, the onboard diary need not be on board when it is impossible to transport due to the constructive characteristics of the aircraft. However, it must be updated as soon as it is practicable,” says Anac
  • Insurance policy or valid insurance certificate
  • Certificate of Air Yellowability Verification (CVA) or aircraft inspection report
  • Required documents and manuals according to the type of applicable operation
  • Special or specific operations authorizations, if applicable
  • Passenger list, if applicable, except for experimental aircraft, light sports or planner, which must be maintained by the operator for at least 1 year after the flight
  • Load manifesto, with information on the weight and balancing of the aircraft, duly filled, whenever there is passenger transport (s) and/or load
  • Weight and Balancing Sheet, with the respective baixa plant of the configuration approved for flight, referring to the last weighing required for the aircraft

According to the regulatory agency, the exception is in cases where there is authorization by specific operation regulation.

Anac explains that on June 1, 2020, RBAC 91 Amendment 1 entered into force, which requires the presentation of the CVA to replace the Annual Maintenance Inspection (AMI), Aeronverability Condition Report (RCA), and for Light Experimental and Experimental Sports aircraft of amateur construction, replaces the Annual Maintenance Inspection Report (Rhem).

The aircraft, registered under the PP-NJR prefix, was manufactured in 2019 and is in the name of the company Neymar Sport e Marketing Ltda. The aircraft, an Airbus BK 117 D-2, is valued at about $ 500 million and has the capacity to transport ten people, one crew and nine passengers.

ANAC informs that, “if irregular operation is identified, ANAC may institute administrative proceedings for calculation, with the possibility of sanctions, as provided for in the Brazilian Civil Aviation Regulation (RBAC) No. 91”.

The athlete’s press office reported that the suspension “is a standard procedure, performed annually” and that “this situation does not only apply to the NR Sports aircraft, but to all who operate in national airspace”.

Neymar’s team reports that “the reason for the CVA is ‘expired’ is that the aircraft is under annual maintenance, which began on 26/03, with a completion expected of up to 40 days – and may even be finalized before. During this period, it is common for the status in the system to appear as ‘expired’, (since the due date is 04/04)”.

“Upon completion of mandatory maintenance, ANAC verifies the fulfillment of all inspection items and automatically updates the system, releasing the aircraft for operation,” says the note sent by the player’s team.
