Moscow says the building hit in the Ukrainian city of Vinnytsia was a military target

The Russian Defense Ministry announced today that yesterday’s cruise missile attack on the Ukrainian city of Vinnytsia targeted a building where high-ranking officials from the Ukrainian armed forces were meeting with foreign arms suppliers.

Ukraine has denied that a military target was hit, saying the attack killed at least 23 people and hit a cultural center used by veterans on retreat.

“On July 14, Kalibr (cruise) missiles were fired at the Officers’ House in Vinnytsia,” the Russian Defense Ministry said in its daily briefing.

“This facility was hosting a meeting of the command of the Ukrainian Armed Forces with representatives of foreign arms suppliers… The attack resulted in the neutralization of the participants.”

Ukrainian officials said the victims of the attack included three children, the youngest of whom was just 4 years old.

Russia has repeatedly denied targeting civilian areas, despite mounting evidence that its missiles have struck residential areas across the country. According to the United Nations, thousands of civilians have been killed since Russia invaded the country on February 24.
