Lira postpones vote on the Benefits PEC in the Chamber due to lack of quorum

The president of the Chamber of Deputies, Arthur Lira (PP-AL), decided to postpone the vote on the Benefits PEC due to lack of quorum in the House plenary. The next session is scheduled for Tuesday (12), at 1:55 pm.

Lira said he would not risk voting on the proposal with the number of deputies present in the house, of 427. To be approved in plenary, the text must have the support of at least three-fifths of parliamentarians (308 of the 513 deputies), in two rounds of voting.

If the result follows the trend seen in the special commission, the PEC must be approved, since it had a favorable vote, including the opposition. Only the Novo party voted against.

Despite having voted in favor of the matter in the commission, the opposition managed to have the session postponed, with a series of requests, requests for views and speeches. During the discussions, government parliamentarians began to leave the plenary.

The quorum also did not guarantee that the highlights – suggestions for changes to the text – presented by the opposition would be rejected, in the opinion of government supporters. For the opposition, the postponement is considered a defeat for the Bolsonaro government and Lira.

At the beginning of the plenary session, opposition deputies, not only from left-wing parties, tried to obstruct the vote with actions provided for in the House bylaws. The analysis of the text took longer because of the obstruction, but it had not been interrupted until Lira’s decision to close the session because of the quorum considered insufficient for the approval of the PEC with some leeway.

The report by deputy Danilo Forte (União-CE) was approved earlier in the special committee, with 36 votes in favor and 1 against. However, the opposition tries to obstruct the analysis of the proposal, presenting “issues of order”, which is when the parliamentarian raises any doubts about the application of the Chamber’s internal regulations or the Constitution.

After the PEC was approved in the special committee of the Chamber in the afternoon, the expectation of the government was that the text would be approved this Thursday in the plenary without changes.

The deputies allied to the President of the Republic, Jair Bolsonaro (PL), managed to approve a request that waived the need to comply with a regimental interval and another request to end the discussion of the matter immediately. In this way, the PEC could begin to be voted on.

However, Lira was afraid that the PEC would not be approved without changes, taking into account the quorum of 427 deputies. This is because, in order to approve a PEC, it is necessary to have the votes of 308 deputies in two voting rounds.

“Just to clarify, I will not risk this PEC, nor the next PEC with this quorum in the Chamber today, 427”, declared Lira moments before closing the session.

The Benefits PEC generates BRL 41.25 billion in exceptional expenses until December 31, divided between social and economic benefits.

Among the benefits provided for in the text, there is the creation of a R$ 1,000 grant for truck drivers and an undefined amount for taxi drivers, in addition to the expansion of Auxílio Brasil to at least R$ 600 per month, and the gas to around R$120 every two months, among other points.
