It is false that Lula nominated the wife of Marcola, from the PCC, to be minister

False: It is false that president-elect Luiz Inácio Lula da Silva (PT) appointed Cynthia Herbas, wife of Willians Camacho, ‘Marcola’, head of the criminal faction Primeiro Comando da Capital (PCC), to the post of Minister of Public Security. The disinformation content was cut to have another interpretation, as it is based on a video in which journalist Luís Ernesto Lacombe claims that Cynthia’s lawyer, criminalist Alberto Toron, and not her, is the one who wants to be appointed to the position. In a denial published on the party’s website, the PT declares that “trying to associate Lula with the PCC is a repetitive tactic of Bolsonarism”.
investigated content🇧🇷 videos circulating on social networks point out that Cynthia Herbas, wife of Willians Camacho, ‘Marcola’, head of the criminal faction Primeiro Comando da Capital (PCC), was chosen to head the Ministry of Public Security – if the portfolio is recreated in the management of Squid. Another content mentions Cynthia’s appointment to the Ministry of Defense.

where it was published: Twitter and TikTok.

Conclusion of Comprova: It is false that the wife of Willians Camacho, known as ‘Marcola’, head of the First Command of the Capital (PCC) criminal faction, was appointed by Lula as Minister of Public Security. The folder is among those that should be recreated by the next government, but the name of Cynthia Herbas was not considered for the post.

The statement is based on an excerpt from the 4por4 program, on the cable TV channel Jovem Pan News, in which journalist Luís Ernesto Lacombe reads a note from another journalist, Lauro Jardim, published in your column in the newspaper O Globo. In the text, Jardim states that Cynthia’s lawyer, the criminalist Alberto Toron, and not her, would have the “dream of being Lula’s minister”.

In one of the pieces of disinformation verified here, the initial part of Lacombe’s speech is cut, leading the viewer to think that he is talking about Cynthia, and not about Toron. In another video, a man just comments on the fact, probably already based on this decontextualized excerpt, but saying that the nomination would be to the Ministry of Defense.

President-elect Lula’s own website disclosed a text denying any indication of Marcola’s wife to Planalto. “The president-elect did not even announce his ministry and naturally Cynthia Giglioni Herbas will not be among those called”, says the text, which also states that “trying to associate Lula with the PCC is a repetitive tactic of Bolsonarism”.

O UOL Check he also stated that there is no official or behind-the-scenes information about a possible appointment of criminal lawyer Alberto Toron to take over any ministry.

Falsefor Comprova, is content that was invented or that has been edited to change its original meaning and deliberately disseminated to spread falsehood.

publication reach: As of November 11, the publication had 95,600 views, 4,785 retweets and 9,254 likes on Twitter. On TikTok, a video on the same topic had 35,600 views, 4,642 likes, 411 comments and 1,565 shares.

What the person responsible for the publication says: TikTok doesn’t allow sending messages between accounts that don’t follow each other. The page that published the disinformation on Twitter did not allow direct messages to be sent.

How do we check: Searches on Google for the terms “Marcola’s wife” and “Ministry of Public Security” led to checks that contradict the content of misinformation targeted by this check, such as those in UOL Check and the AFP We checked🇧🇷

Even with these terms, it was possible to find a post by columnist Lauro Jardim, from the newspaper O Globo, who cites a desire by the criminalist Alberto Toron to occupy the Ministry of Public Security.

O official site of the president-elect also took a position on the subject, classifying the content as false.

We also look for original content on YouTube from the 4por4 program to find out if the checked video had been edited or cut.

Presenter speech has been edited

The disinformation content originated from an excerpt from the program 4por4, from the pay-TV channel Jovem Pan, in which journalist Luís Ernesto Lacombe reads a note by columnist Lauro Jardim, from the newspaper O Globo. In the text, Jardim states that Cynthia’s lawyer, Alberto Toron, and not her, had the “dream of being Lula’s minister”.

In the original content aired by Jovem Pan, on November 6, after reading the note, Lacombe questions the opinion of colleague Ana Paula Henkel – a former volleyball player and columnist – on the subject.

One of the pieces of disinformation, however, omits the beginning of Lacombe’s speech, precisely the passage in which he mentions Toron’s willingness to take office. The original speech can be seen on YouTube from the 4por4 program a from 1’18’25🇧🇷

With the cut, the journalist’s speech ends up being truncated, making room for a misinterpretation. In the other video seen here, a man only comments on the fact, probably already based on this excerpt cut from the 4por4 program that went viral. In this case, the author referred to the Ministry of Defense, information that is also unfounded.

Lula says that Marcola’s wife will not join the ministry

In a note published on the official website, Lula stated that Cynthia Giglioni Herbas is not among the people who will join his ministries as of January 2023. So far, the PT has not yet announced any ministers on his team.

The president-elect also stated that there is a “repetitive tactic” of trying to associate his name with that of the criminal organization: “There is no relationship between Lula and the PCC. There never was and never will be.” Throughout the electoral campaign, including the PT’s lawyers called the Superior Electoral Court (TSE) on several occasions to take down publications that make such an association.

Finally, the president-elect attributes the virality of the content to the “Bolsonarist disinformation machine”.

why do we investigate: Comprova investigates suspicious content that goes viral on social media about the pandemic, federal government public policies and presidential elections. At the current time, content that contains misinformation about the transition of government and possible names that may occupy positions in the government of President-elect Lula can disrupt democracy.

Other checks on the topic: O uol check and the AFP We checked also denied the same misinformation verified here. O President-elect Lula’s website published a text saying that the allegation is false.

Regarding the PCC, Comprova has already shown that the TSE did not admit any connection between the PT and the criminal organization. Recently, we found that a report shared on Twitter and live in Argentina uses disinformation to attack electoral process and that a video gathers incorrect information to mislead about Lula’s victory celebrations🇧🇷 We further explain that the Article 142 of the Federal Constitution does not provide for military or federal intervention🇧🇷
