Investigators from the Brasília Civil Police discovered that the person responsible for installing the hidden cameras in the apartment where federal deputy Dayany Bittencourt (União-CE) lived is a former owner of the property. Expertise found that parliamentarian was not the target of the recordings. In his statement, he said he assembled the equipment around ten years ago to “prevent theft”.
Interrogated by the police, the former owner – a dentist from the federal capital – declared that he owned the apartment and that he lived there between 2011 and 2020. He admitted that, at the time, he had three cameras installed in the property, which is located in a hotel of high standard on the banks of Lake Paranoá and next to Palácio do Alvorada, official residence of the Presidency of the Republic.
The cameras were hidden in the bathroom (pointed at the closet), one facing a small bar, on the kitchen shelf, and another on the bedroom wall, facing the headboard.
Investigation
Before arriving at the dentist, the police located the technician hired to set up the network of recording equipment in the apartment. The professional even told the police that he found it strange to install a camera in the bathroom. A CNN had access to the testimony.

“He [o técnico] He stated that he 'remembers having also installed cameras in a unit of the hotel that belonged to a man of approximately fifty years old, whose name he cannot remember, knowing that he was a dentist. The declarant remembers having installed a camera in the unit's bathroom, which caught his attention. He also remembers that a DVR was installed on the ceiling of the unit, in which there was a HD, which could be accessed remotely. It clarifies that to access the DVR, it needs to be connected to the Internet. The declarant believes that this installation occurred between seven and ten years ago. He remembers well that the camera was hidden, as it was installed in a smoke detector. He also remembers that three to four cameras were installed in the property, so that, in addition to the bathroom, they were also installed in the living room and kitchen”the man said in a statement to the police.
Dentist
With this information, the police found the person responsible for hiring the installation. To investigators, the dentist stated that he acquired the equipment because “he was suspicious that the maid was stealing some objects”. However, he also stated that he “never learned how to access the system correctly, so the cameras did not fulfill their purpose”.
The former owner said that, when selling the property, he did not remember to inform the new owner of the unit about the existence of the cameras. And, at the end of his testimony, he reinforced that “he did not have access to any image that may have been captured by this system when he still lived there or after he had moved”.
Images
In addition to carrying out statements, the Civil Police carried out technical expertise on all the devices found and the images recorded. “All 164,325 audiovisual records (349 GB) that were temporarily stored at this Criminalistics Institute, referring to the Criminal Expertise Report, were extracted and recorded on the external HD”, says an excerpt from the document obtained by the report.
Based on the investigation, the Police confirmed that the parliamentarian was not the target of espionage. “There is no doubt that the installation found was made prior to its location by the communicator/victim of the incident, Dayany, therefore ruling out the suspicion that she was the target of the action”, says the document.
The police conclude by stating that there was no crime. “Given the information contained in previous reports and in Criminal Expert Report 206/2024, we can state that no criminal fact was found that corroborated the initial suspicions of home invasion.”
Public Ministry requests archiving
With the police investigation concluded, the Public Ministry of the Federal District (MPDFT) requested, this Friday (26), that the case be closed.
“In fact, although the information presented in the news about the crime of capturing images on a hidden filming device is credible, no links were identified between the installation of the filming equipment, nor any correlation between the recording of these and the news report. [deputada]”, says the piece signed by promoter Bruno Osmar Vergini de Freitas.
The MP also confirmed that, based on investigations and technical-scientific expertise, no images of the parliamentarian's privacy were found. The Civil Police analyzed 165 thousand records.
“In the same way, it is inferred from the investigative framework that no images of the victim’s privacy were identified,” says the Public Prosecutor’s Office document.
“Therefore, there was no evidence of possible criminal collusion so that the installation found in the unit was made after its rental by the communicator/victim of the incident, DAYANY, therefore ruling out the suspicion that she was the target of the action or that if the apartment had been violated, as there is a reasonably certain indication that the recordings and installation of the device were carried out by a previous tenant who did not inform the owner of the fact”, points out the prosecutor.
When indicating the archiving, the MP also says that “there are currently no other steps and/or investigative lines capable of proving the materiality of the crime”, but that the case is subject to reopening.
The request was sent to the Court, which must decide whether to close the case or redistribute it to another prosecutor for further investigation.
Deputy
CNN reached out to federal deputy Dayany Bittencourt to comment on the result of the investigation and the Public Ministry's decision and is awaiting a response.
Last Wednesday (17), the parliamentarian reported on her social networks that she had found four cameras and a microphone hidden in the apartment where she lived. The equipment was found on August 28, 2023, when the Civil Police of the Federal District took over the investigations.
Four spy cameras, microphones, internet cables and a DVR recording device and a modem device were identified.
On Wednesday (24), the deputy met with Manoel Carlos de Almeida Neto, acting Minister of Justice, to ask for progress in the investigations, which are under the command of the DF Civil Police.
The Ministry of Justice and Public Security (MJSP), then, determined on Thursday (25), in a letter to the director general of the Federal Police, Andrei Rodrigues, that the corporation investigate the case.
“My sadness comes not only from the invasion of my privacy, but also from the realization that we still have a long way to go to guarantee security, even within our homes”, declared the deputy in a statement.
The investigation was being carried out in secret until last week, but the parliamentarian decided to contact the Ministry of Justice because, according to her, she would not have received a “firm response” against the criminals.
