German Foreign Minister Analena Burbock also said the COP28 draft agreement was clearly inadequate and disappointing. He noted that the text makes no mention of replacing fossil fuels with “green” energy, which means Germany cannot support it. A source close to the COP28 president argued, however, that these proposals are part of the “usual” negotiating game: “This is an initial move, we will have to build on it,” he explained.
Al-Jaber convened tonight, in a closed-door meeting, the heads of delegations of 194 countries that have signed the Paris agreement. “We have made progress but there is still a lot to be done,” admitted Al Jaber, who is also head of the Emirates oil company.
The night is expected to be long and no one will likely sleep, with the end of COP28 scheduled for tomorrow morning. “A long night of negotiations is expected,” said a source close to the Spanish EU presidency.
