Member of the Public Chamber (OP) and the head of the Forex-Dilers Association Evgeny Masharov claims that the ban on receiving cash by crypto exchangers can become a measure of fraud. His statement quotes TASS. According to Masharov, the analysis of citizens related to cryptocurrency investments received by the OP, indicates the need for comprehensive regulation in order to protect the rights of Russians and ensure economic security.
“This, in particular, is a ban on receiving cash with crypto exchangers. This will strike scammers, because it is no secret that telephone scammers use crypto exchangers to withdraw cash, ”said Masharov.
He also proposed prohibiting the payment of services in cryptocurrency, but to allow the purchase and sale of assets as part of the experimental legal regime (EPR). As a possible platform for the Russian crypto officer, he suggested using the infrastructure controlled by the Bank of Russia.
Experts commented on for “RBC-Crypto” Masharov’s proposal called the reasons why the probability of its implementation is small.

Opponent proposals are contradictory and “run ahead of the steam locomotive,” said the founder of GMT Legal Andrei Tugarin. He explained that, on the one hand, it is proposed to ban the “crypto exchangers” in Russia to receive cash, on the other hand, it is said about the need for complex regulation.
“In order for“ crypto exchangers ”in Russia to ban something, complex regulation is necessary as air. But the picture today is completely different, ”says the lawyer.
The activities of all “crypto exchangers” in Russia are in the gray zone, Tugarin said, because there are no rules, no regulations, nor the law that would at least somehow control and regulate this activity. In other words, there is no one to execute the ban on receiving cash, Tugarin explained.
“It is better if OP offered not prohibitions for non -existent market participants, but brought a construct and specifics to the options for complex regulation, which actually already exist and have been repeatedly offered from the Ministry of Finance,” the expert added.

The proposed initiatives are not relevant for the modern market, says Nikita Zuboriev, senior analyst Bestchange.ru. He explained that, if we talk about privacy, the vast majority of exchange points that work with cash in Russia make exchanges only after personality verification. It is almost impossible to wash dirty cash through exchange points, the expert says.
Fraudsters can use crypto exchangers, but most likely bypass ways, using fake people, says Zuboriev. But, according to him, this is not a reason to prohibit something, but it is worth evaluating a real threat, otherwise, according to the same logic, you can prohibit telephone communication, Internet banking and public services in digital format, because this is exactly what attackers use to deceive the population.
“On the face of a prejudice attitude to cryptocurrency, as a“ laundry ”for scammers, although in reality it is very far from the truth. Therefore, most likely, the lawmakers will ignore this initiative, ”says the expert.
Regarding the offer of a public leader to prohibit paying services in cryptocurrency, Tugarin noted that such a ban is already existing and has been operating in the country since 2021. According to Zuborev, this ban will also spread to EPR.
At the end of March, Masharov proposed to create a confiscated cryptocurrency fund. According to him, income from such assets could be used in various social projects.
