In Portugal, a fine for those who use a speaker on the beaches can reach R$20,000

The use of controversial sound boxes on beaches has become a headache for many bathers in Portugal.

On social networks, criticism has been increasing from users about the inconvenience caused by the use of speakers.

“Who carries columns [caixas de som] for the beach it should be locked in a room for 1 week always with boxes turned on 24 hours a day”, says one user.

Although criticisms are frequent, the use of sound boxes on Portuguese beaches is not allowed.

According to the National Maritime Authority (AMN), linked to the Portuguese Ministry of Defence, the “use of sound equipment and the development of noise-generating activities that, under the terms of the law, may cause discomfort” are prohibited.

“According to the beach public notice, under the terms of decree-law nº 159/2012, of July 24, in conjunction with the territorial management instruments, in particular the Coastal Coast Programs (POC) or the Coastal Planning Plans Applicable Coastal Regulations (POOC), the use of sound equipment and the development of noise-generating activities that may cause discomfort are prohibited on the beaches”, he clarified.

The misuse of sound equipment that may disturb bathers is subject to a fine on Portuguese beaches, which can range from R$1,000 to R$20,000 for individuals and from R$10,500 to R$190,000 for groups.

Anyone who uses sound equipment irregularly on the beaches of Portugal will also be subject to having the device seized.

Rio de Janeiro has already banned the use of speakers on the beaches

In May 2022, the city of Rio de Janeiro published a decree that prohibited the use of speakers on the city’s beaches.

The measure condemned the use of “speakers or any means of sound amplification” that cause noise pollution on the edge of the city. According to the decree, it is up to the Municipal Guard to supervise the measure, and whoever violates the rule will have the equipment collected by city officials.

According to the text published in the Official Gazette, exceptions for the use of devices are subject to authorization from the city hall, in order to promote “sports or leisure activities”.

“The use of sound amplification equipment will be allowed exclusively for the promotion of sports or leisure activities duly authorized by the Executive Branch”.
