The São Paulo State Department of Education (Seduc-SP) estimates that the auction that will allow private companies to work in the construction and administration of schools in 29 municipalities in São Paulo should take place by November this year.
The Public-Private Partnership (PPP) foresees an investment of R$1.6 billion over 25 years. In the first three years of the contract, the government expects R$1.2 billion to be invested in schools.
The project, structured by the National Bank for Economic and Social Development (BNDES), includes the construction of 33 schools, with half of the units being built by the second year and the others by the third year of the contract.
In a note sent to CNN , Seduc-SP explained that “the PPP will involve the construction, management and operation of the units, in addition to non-pedagogical services, such as cleaning, maintenance, infrastructure management and security. The implementation of the project aims to free the school management from bureaucratic tasks, allowing greater dedication to pedagogical issues, which should positively impact the quality of teaching in the new units”.
The department will also be responsible for the pedagogical services of all units built and managed by the private sector. For example, school planning, school management and the choice of teaching material will still remain under the responsibility of the Secretariat.
With the investment, the state government intends to open an additional 35,000 places for students studying primary and secondary education.
In the current administration, between January 2023 and March 2024, the Government of São Paulo has already completed 997 school renovations and constructions, an amount that exceeds the number of school works carried out annually in the previous three years, from 2020 to 2022. Public funding invested in this period exceeds R$840 million.
PPP in Education
BNDES currently has five projects aimed at structuring the Education sector in Brazil. There are closed partnerships with the municipalities of Recife (PE), Caxias do Sul (RS) and Rio de Janeiro (RJ), in addition to the states of São Paulo and Minas Gerais.
The Minas Gerais government was the most recent to sign a contract with the bank to structure the PPP project, with the aim of obtaining an investment of R$ 1 billion for the management of works, management and operation of non-pedagogical services of up to 123 public schools of the states.
In São Paulo, a public consultation on the PPP for state schools ended in January. Now, control bodies are evaluating the project to launch the notice.
A consortium of consultants was formed by BNDES to prepare the studies for the notice. The group is made up of Fundação Getúlio Vargas, Faccio Arquitetura S/S and Dal Pozzo Advogados.
