The governor of Piauí, Wellington Dias, announced this Tuesday (22) the extension for another three months of the freezing of the Tax on the Circulation of Goods and Services (ICMS) that is levied on fuels (gasoline, cooking gas and ethanol).
In an interview in Brasília, after a meeting of governors, vice presidents and secretaries, Dias, who is also the coordinator of the Forum of Governors, spoke of the extent of the freeze, as anticipated by the analyst at CNN Brazil, Thais Arbex. The measure was scheduled to end on the 31st.
“We are authorizing Confaz to extend the measure we have adopted since 11/01/2021, which made what is called freezing the average base price for ICMS purposes and in this period, the Council of Finance Secretaries must deal specifically with gasoline”, stated.
On diesel, Dias said that next Thursday (24) the Secretaries of Finance will deliberate on the single rate for diesel, as approved by the National Congress.
“On the one hand, this Thursday we are going to approve the regulation that is already an imposition of the law on diesel. We have extended the rules regarding gasoline for another 90 days and in this period the Council of Finance Secretaries must find the appropriate text so that we can comply with this rule.”
According to him, the measure represents “an impact on state accounts, in the case of diesel around 30% of state and municipal revenue.” “We have an impact that is estimated at approximately R$14 billion.”
Dias also informed that the governors are going to the Federal Supreme Court (STF) to question details of the law that deals specifically with gasoline and how to establish the single rate also for this fuel, which according to Dias is more difficult to find a consensus between the states.

The governor of Piauí also reiterated that the governors are in favor of PL 1472/20, which creates fuel assistance and the Fuel Stabilization Account (CEP-Fuel).
“We are in favor of and support the text of the law with regard to the creation of a fuel aid and the fuel price stability fund, and even in relation to the composition of the expected revenues for the fuel upgrade fund”.
