The government informed each of the ministries this Friday afternoon (3) about the final value of the blocking of resources that will be promoted in the public budget. The new contingency will be R$ 8.7 billion, he informed CNN a member of the government privy to the numbers.
With this, the government confirms that it has given up at this time to make room for the 5% readjustment to all civil servants, indicates a source with knowledge of the negotiations. For the increase to be possible, the total blockage of expenses in the budget would have to be R$ 14.6 billion. This would be necessary to comply with the spending cap rule.
If there is a decision in the coming weeks to make any gesture to the civil service, a new blockade will be evaluated, according to a source at the Ministry of Economy. The government has until the end of this month to make a decision, as the Fiscal Responsibility Law prohibits increases to civil servants from July onwards, given the proximity of the elections.
A presidential aide says that a liking for civil service has not yet been ruled out. It is still under study whether the readjustment in the food aid of all servers will be made, for example.

The total block of BRL 14.6 billion was even informed to the folders last week by the Ministry of Economy and would allow the increase to all servers. But the government decided to back off after the diagnosis that some areas would suffer great losses. This is the case of the Ministry of Infrastructure and Regional Development, which would be forced to stop several works.
With the new figure, around R$8.7 billion, the impact on ministries will be significantly lower. The Ministry of Education (MEC), for example, was previously warned that it would have to block BRL 3.2 billion to make room for increased civil servants. Now, without this need, it will only have to insure R$ 1.6 billion in expenses, according to a member of the MEC. Data on these cuts have been officially confirmed by the ministry.
The warning was received with relief and the top of the MEC has already started to notify universities and institutes that the blockade will be much smaller.
The amount of BRL 8.7 billion includes the amount needed to cover mandatory government expenses and a supplement of around BRL 500 million requested by the Ministry of Economy itself. Officially, the folder has not yet manifested.
