The government announced this Monday (6) that provides up to R$90 billion in credit to small and micro companies in 2022. In a presentation of the Business Map Bulletin with data from the 1st quarter of 2022, the Secretary of Infrastructure Development at Sepec (Special Secretariat for Productivity and Competitiveness), Alexandre Ywata, explained that they are closing the guarantee levels and, depending on the parameter used, the value can be between R$ 80 and R$ 90 billion.
The credits will be via Pronampe (National Support Program for Micro and Small Businesses) and PEAC (Emergency Program for Access to Credit), said Ywata, in addition to the Credit Stimulus Program (PEC), which will also be included.
According to the ministry, SMEs account for 27% of the Brazilian GDP (Gross Domestic Product). The new edition of the programs will include the MEI (Individual Micro Entrepreneur).
“The fact that we have a large number of MEIs is the result of the success of a public policy to formalize activities that were carried out informally”, highlights the secretary.
Other reasons for the increase in business openings were “public policies to reduce bureaucracy and simplification”, highlighted André Luiz Santa Cruz, director of the National Department of Business Registration and Integration.
For him, the main actions were: waiver of permits for low-risk activities; digital signature, which are already available in 24 federative units – and Brazil should fully adhere to it by the end of 2022 -; and Balcão Único, which created a simplified flow for opening companies in a single procedure.
“[O terceiro ponto] today, more than 60% of publicly traded companies can be created in less than a day”, highlighted the secretary. The average opening time is 1 day and 16 hours – 1 day and 13 hours less than the period in the first quarter of 2021.
See below the states that had the most openings of companies:
- São Paulo – 395 thousand;
- Minas Gerais – 143 thousand;
- Rio de Janeiro – 113 thousand

The Peac Maquininhas, a project created in the pandemic that aimed to offer loans to smaller businesses until December 2020, will be resumed, but in another format, said the Secretary of Infrastructure Development at Sepec.
Previously, the Federal Government entered with a fund to be transferred via loan and secured credit was made with the so-called “smoke credit” – business loan operation with criteria for analyzing a company’s future receivables.
Now, the Union will no longer be a lender, but will support credit with a smoke credit guarantee. Financial institutions will assume the role of financiers.
For Ywata, these are indicators and data that the Brazilian economy has recovered. “And we already have a recovery from the losses that occurred in the pandemic”.
