House 14, one of the main cultural spaces of Pelourinho, Salvador’s historic center (BA), was expropriated by the government of Bahia last Friday (28). On the date, artists and baianas of receptive spoke out against what they call the “eviction” of the historic house by the Institute of Artistic and Cultural Heritage of Bahia (IPAC), a body linked to the Bahia State Secretariat of Culture (Secult).
The property located at Rua Frei Vicente, 14, in Pelourinho, has been home to 20 years the headquarters of the NES Inexplicate and Sole Productions, responsible for the reception of groups of professional and amateur artists.
The foundations are also responsible for the production of cultural events in the historic center, such as Flipelô, São João do Centro Historic, Christmas Salvador and the Viva o Centro Project. “All these events are calendar and have great cultural and economic impact for the region,” the foundations said in a statement.
The assignment of use of the property for free by the Foundation has been overcome since 2017, according to the agency that presented the notification of vacancy. “For over 20 years it has been occupied by NES unexplained without any financial counterpart,” says IPAC.
On the other side, the producer Simone Carrera, responsible for I inexplicated and sole productions, states that the site is maintained by its own resources and has difficulty dialogue with the state to regularize the agreement.

The producer also says that the events charged, when they occur, have symbolic values: “I see this as a way to return to the Bahian cultural market everything it has given me.”
IPAC said that the eviction of real estate in the Historic Center of Salvador (BA) is part of a real estate occupation regularization plan. “The regularization plan meets a demand from the Bahia Public Prosecution Service, which notified the IPAC for all commercial or institutional real estate, in irregular condition, to be regularized,” he said
In 2023, the state body surveyed the property and decided to reform the mansion. Since then, the institute has notified the foundation for voluntary vacancy of the building, “without success,” according to IPAC.
The artists received a maximum period of 15 days to remove the movable property from the site. If the house is not emptied on time, the materials will be removed by the unit.
