The ordinance created by the Ministry of Health, which imposes mild restrictions on the entry of travelers into Brazil, places under the responsibility of the airline the collection of tests that show the absence of active coronavirus, which is a problem from an operational point of view, says an expert heard for the CNN this Thursday (9).
Daniel Dourado, a lawyer and public health physician, says that the inspection of the tests should be carried out by state agents. “The ordinance states that the requirement will be made by the airline, this cannot be done. Surveillance cannot be outsourced to a private company”, he assesses.
Quarantine inspection
From the moment the traveler enters the country, it will be necessary for those who have not been vaccinated to comply with a quarantine, in addition to the presentation of the test.
For Dourado, monitoring this is another challenge. “The ordinance does not detail how this will be done, but the way in which this can be done is through the surveillance of the municipalities”, he says.
He warns that most municipalities do not have a contingent to monitor travelers and check whether or not they are in quarantine.
“If it’s a lot of people, it will need an additional structure to take care of it. Most municipalities do not have (structure), so I say that they should count on the help of state surveillance”.
State government cannot impose passport
For the lawyer, the declaration by the government of São Paulo that it would implement the vaccine passport on its own is merely political. “The state does not have this competence, which is defined by law”, says Dourado, who adds. “There is no structure of the state governments to interfere or carry out this inspection directly”, he says.
