Federal Police agents listed problems they face during operations in the states and informed the corporation's management that the lack of fuel for vehicles is an obstacle to complying with court orders, especially in distant cities.
Document obtained by CNN shows the dissatisfaction at this point and the charging of state police officers also for daily allowances – which is the receipt of funds to go on missions to pay for accommodation and food, for example.
“There are reports related to the shortage of fuel to supply police vehicles, which has caused the postponement of missions and the work contemplated occurs amid great difficulty in obtaining it”, says the letter.
According to federal police officers, on some missions, agents end up having to spend money out of their own pockets.
“With regard to daily allowances, for example, we can mention the delay in paying such compensation to federal police officers who work in the area of security for dignitaries, whose reports indicate that there were delays of more than 30 days in receiving the daily allowances, as well as There are some cases in which payment has not yet occurred”, says the document from the National Federation of Federal Police (Fenapef).
When contacted, the Federal Police did not comment on the lack of fuel for operations.
Contingency
This Friday (12), the management of the Federal Police sent to the Minister of Justice and Public Security, Ricardo Lewandowski, a report in which it states that investigations, operations, outsourced maintenance contracts and the issuance of passports could be jeopardized due to lack of of funds.
The document was prepared after the Ministry of Planning announced a budget contingency for ministries. The decision blocked around R$133 million from the PF.
The institution claims that it is necessary not only to release this amount. According to the police force, R$133 million needs to be released and another supplement of R$527 million until December.
The Federal Police states that, if the value is not revised, passport issuance will be affected from September onwards. Other sectors, however, could stop as early as next month.
Delegates heard by CNN state that, after the announcement of the contingency, some PF police stations in the states have already warned that they may terminate contracts with subcontractors and reduce service at airports – both in terms of passport and migration.
In March, the Ministries of Finance and Planning announced a blockade of the Union Budget in the order of R$2.9 billion. The number appears in the first bimonthly expenditure and revenue assessment report for the year.
The block aims to comply with the expenditure limit set out in the new fiscal rule and will be applied to discretionary expenditure, that is, non-mandatory expenditure, which is free for ministries to spend and also involves investments.
The Ministries of Cities and Transport were the two most affected. Justice appears in tenth place.
Regarding the contingency in the Federal Police, the Ministry of Justice and Public Security informed in a note that it recognizes that budget changes and cuts occur to fit into the Sustainable Fiscal Regime, in the name of the country's fiscal sustainability.
The ministry stated that the department's executive secretary, Manoel Carlos de Almeida Neto, is already in negotiations with the Budget Execution Board to make it possible to recompose part of the planned budget, “to minimize the impacts on the execution of the actions planned for 2024.”
