DNA analysis will identify Italian pet owners who leave their dog's feces on the street

An Italian province decided to turn to genetic material test to deal with the… dog filth on the streets, which has become a scourge.

After the database in which the DNA of dogs, street cleaners and its health services Bolzano they will collect the animal droppings, identify the genetic material and then send the… sad to the owners who did not collect them: from 50 to 500 euros fine.

The owners who refuse to provide a DNA sample of their dogs will be asked to pay a fine of 292 to 1,048 euros.

Local authorities in the city of Bolzano and surrounding towns, in the scenic Dolomite Alps, are creating a database of the region's roughly 40,000 dogs, said director of the veterinary service Paolo Camboto. About 10,000 dogs have already been registered. “Every year in Bolzano we receive a few hundred complaints from citizens about 'poor management' of public land. More than half involve dogs. Law enforcement agencies can only catch three-four (owners) because they would have to set up some kind of ambush,” he explained.

Registration of dogs' DNA will become mandatory around March. Owners should have blood tests done on their animals at municipal dog shelters or veterinary clinics, at a cost of 65-100 euros.

Tzamboto did not specify how much this project will cost the municipal authorities. Finding the dogs and administrative costs are expected to be covered by the fines.

Bolzano, a mountainous, German-speaking province near Austria, enjoys wide autonomy when it comes to setting regulations. Ciampotto said other Italian cities have contacted local authorities as they consider following suit.

Tourists and non-residents will be exempt from the measure.
