The ruling deputy Christino Áureo (PP-RJ) presented this Thursday (3) a proposal for an amendment to the Constitution (PEC) that allows the Union and states and municipalities to partially reduce or even zero taxes on fuel and gas from kitchen until 2023, with no need for compensation.
“The repercussions on the collection resulting from the reduction will be included in their own annual statements and will form part of the annual budget instruments of the Federal Constitution”, says the PEC.
The metadata of the document authenticated at the General Secretariat of the Chamber’s Bureau show that it was prepared by a computer registered in the name of the Deputy Deputy Chief of Public Finance of the Civil House, Oliveira Alves Pereira Filho.
Sought by the report, the ministry did not respond about participation in the preparation of the proposal. According to the Chamber’s General Secretariat, the bill was only authenticated this afternoon, but the deputy is still looking for 171 signatures to formally file the matter in order to start processing.
In the bill, the deputy predicts that the rate reduction “will have repercussions over the next two years”, but “will contribute to greater speed in the process of recovering the purchasing power of families and resumption of economic activity”.
The government has been trying to send a PEC to Congress to reduce the price of fuel and cooking gas. Initially, the text would allow governors to reduce taxes without any compensation. However, local managers criticized the draft for disrespecting the Fiscal Responsibility Law and, as a result, Palácio do Planalto gave up including state taxes and started to deal only with federal taxes. The current focus of the proposal is diesel.
