Comando Vermelho (CV) was the armed group that conquered the most territories in the Metropolitan Region of Rio de Janeiro, through disputes, in the last seven years. Next are the militias, the Third Pure Command (TCP) and the Friends of Friends (ADA) faction.
It is also possible to observe that among the territories conquered by the Red Command, the majority were under the control of militias, 52.9%. On the other hand, both the militias and the TCP had their greatest conquests among the CV territories — respectively 78.5% and 55.2% of the areas conquered by each group.
The data comes from the Fogo Cruzado Institute in partnership with the Study Group on New Illegalisms at the Fluminense Federal University (GENI-UFF) and also points to the activities of the Military Police of Rio de Janeiro in areas dominated by drug trafficking and militia in the region. In general, the survey shows that the CV is the armed group that gains and loses the most territories in absolute numbers, followed by the militias, which have more losses due to armed clashes than conquests.
Despite the expansion of factions, these clashes are not very effective when motivated by territorial conquest. In only 5.4% of the territories there was a change in dominance due to conflict.
“Confrontation is not the main responsible for the expansion of armed groups in Greater Rio. Which makes us think that the conflictual actions of the police will also not be responsible for preventing these groups from continuing to gain territory. What are the main consequences, then, of the clashes? The exposure of the population, fear, closed schools and interrupted transport, such frequent events”, said the director of data and transparency at Instituto Fogo Cruzado, Maria Isabel Couto.
The coordinator of the Study Group on New Illegalisms at the Fluminense Federal University (GENI-UFF), Daniel Hirata, emphasizes that it is necessary to contextualize this data with the evolution of territorial control in Greater Rio.
“It is interesting to observe the level of use of conflicts as a strategic resource. The latest update to the Armed Groups Map reveals that the territories under their control doubled in 16 years: it was 9% of Grande Rio, today it is 18%.” says Hirata.
According to him, this expansion is mainly due to what agencies classify as the colonization of new areas. Although the police promote many confrontations, they are ineffective in inhibiting this process.
