The plenary of the Chamber approved this Monday (18) the basic text of the Provisional Measure (MP) that creates the “Programa Internet Brasil”, which provides free access to the internet in mobile broadband to students of basic education in the public network. education.
Students belonging to families registered in the Single Registry for Social Programs of the Federal Government (CadÚnico) will benefit.
Now, deputies vote on the highlights of the proposal, suggestions for changes to the text. Once this stage is completed, the MP goes to the Federal Senate for analysis. Signed in December last year, the measure went into effect after the federal government edited it.
However, it needs to be approved by the National Congress by May 17 to become law.
The approved report, authored by Deputy Sidney Leite (PSD-AM), also extends the benefit to students from schools in indigenous and quilombola communities, as well as students from non-profit special schools.
Internet access, according to the text, can be done through a chip, made available by the government, as well as a data package or access device, which can be granted to different students from the same family.
Criticized by opposition parliamentarians, the measure also waives bidding for contracting providers of logistical transport and delivery services by the Ministry of Communications and partnerships with the private sector.
In the report, Leite also included a device that, in the assessment of deputies against the MP, differs from the subject of the measure. The text allows the Executive Power
proceed with requests for renewal of the concession, permission or authorization of broadcasting services submitted up to the date of publication of this law.
Asked about the matter not being specifically about broadband internet access for students from the public network, the president of the Chamber, Arthur Lira (PP-AL), denied the request of deputies to remove the MP because it deals with the topic ” Communication”.
“The provisional measure deals with the issue of communication. Communication involves telecommunications and involves broadcasting. So to a fair extent the topic is not regarded as strange by the board of directors,” she said.
