The projects for «building peace» by Matteo Salvini they move forward: the Ministry of Infrastructure and Transport (MIT) has announced the preparation of a package of rules to “intervene on housing”. According to the National Council of Engineers, almost 80 percent of Italian real estate has structural discrepancies or irregularities: objective of these measures, already renamed «Save-home plan» (or building amnesty, from the opposition), is to regularize these discrepancies. Already in the Chamber, in March, Salvini had said that millions of properties that could be put back on the market were blocked, and that a bill would arrive to shake up the situation.
What discrepancies?
The note specifies that it will mainly deal with formal discrepancies«linked to the interpretative uncertainties of the law», e «internal» building discrepancies, i.e. those modifications that the individual home owner may have made (for example mezzanines, niches, moved partitions). The ministry also intends to intervene on the principle of «double compliant», so in order to remedy an illegal building element it must comply with both the current legislation and that which was in force at the time the irregularity occurred. They should also be allowed i changes of intended use of properties between homogeneous categories.
Salvini's position
The ministry explains that the intent is «to protect i small real estate owners who have been waiting for decades for their positions to be regularized”, as well as lightening the load on the municipal technical offices that receive amnesty requests. The rules should also intervene on administrative procedures to simplify them. Representatives of around 50 institutions, associations, bodies, professional orders and foundations in the sector participated at the table to discuss these measures, together with the Dipe (Department for the planning and coordination of economic policy).
The reactions
At the moment, the possible text has not been presented to the government: the Prime Minister Giorgia Meloni, a guest at Porta a Porta, observed that he could not “reasonably comment on a rule that I have not read”. The deputy prime minister and foreign minister Antonio Tajani instead he told the press, on the sidelines of a conference on healthcare: «I don't know the proposal, but I must say that there is another one from Forza Italia, already established in the Senate, on urban regeneration which already provides for the things Salvini spoke.” If the government remains cautious in commenting on Matteo Salvini's initiative, there has been no shortage of protests from the opposition. The leader of the Democratic Party in the Chamber Chiara Braga he declared in a note: «He calls it “building peace”, but in reality it is the electoral promise to remedy abuses and illicit renovations».
