Budget for 2023 foresees 300 million of the R$ 3.8 billion for Lei Paulo Gustavo

In addition to editing a provisional measure to postpone the payment of resources planned for culture in 2022, the federal government left out of the budget most of the BRL 3.8 billion needed to fund the Paulo Gustavo Law also in 2023.

In the budget proposal sent by the government to the Federal Congress last Wednesday (31), R$ 300 million is foreseen for the sector next year. Even so, in parliamentary amendments that may undergo changes or have payment postponed.

Meanwhile, opposition senators are pressing for the president of the National Congress and the Federal Senate, Rodrigo Pacheco, to return the provisional measure that postponed the payment of resources from 2022 to 2023. Requests with this request have already been submitted. If the measure is returned, the law goes back into effect as it was approved.

Behind the scenes, Pacheco has told interlocutors that he is considering returning the project. However, the decision will only be taken after consultation with the Senate Advocacy.

The Paulo Gustavo Law was even vetoed by the Palácio do Planalto, but the veto was overturned in Congress and therefore would have had to come into force if the provisional measure had not been edited.

According to the text approved by parliamentarians, the amount must be transferred to states and municipalities to help the cultural sector that suffered from the effects of the Covid-19 pandemic. Before the provisional measure, the deadline for the transfer was up to 90 days after the publication of the law, that is, beginning of October 2022.

Sought about the absence of a budget forecast in 2023 for the payment of the legislation, the Ministry of Tourism, responsible for the Department of Culture, has not yet responded to questions from the CNN .
