The content investigated in this verification was published on Twitter by the pre-candidate for federal deputy for the PSOL-SP and coordinator of the Homeless Workers Movement (MTST) and the Frente Povo Sem Medo articulation, Guilherme Boulos. Despite being excluded from the platform, content with the same content stating that Bolsonaro “was ashamed” for not being applauded at the meeting is also circulating on Facebook.

Scope of publication: Comprova investigates the most far-reaching suspicious content on social networks. As of July 19, the tweet had 148,900 views, 8,800 likes and 983 shares. The content, however, has been deleted from the platform. On Facebook, at least two posts on the subject totaled 10,700 interactions until July 21.
What the author of the publication says: Boulos’ advice was contacted via WhatsApp, but there was no response until the closing of this check.
How do we check: Based on news from media outlets, Comprova gathered information about Bolsonaro’s meeting with ambassadors (G1, Power 360, The globe, SheetCNN Brasil and The New York Times) and the repercussion of the president’s speech.
Then, doing a search for the keywords “Bolsonaro”, “applause” and “ambassadors” on Google, we found checks from the Reuters and to the facts about the subject.
Comprova also searched for other videos of the meeting on the internet (Power 360 and metropolises) and on Bolsonaro’s social networks (Facebook and Youtube) that could have recorded the audio.
Finally, we contacted the press office of Guilherme Boulos, author of the tweet, but without receiving a response until the closing of this check.
Meeting
Jair Bolsonaro met on Monday afternoon (7/18) a group of ambassadors at Palácio da Alvorada, in Brasília. According to the president, the objective was to show the “reality” of the 2014 and 2018 elections. However, at the meeting, Bolsonaro again attacked electronic voting machines and stated, without evidence, that there is fraud in Brazil’s electoral process. He stressed that he wanted the winner of next October’s election “to be the one who actually gets voted on.” During the meeting, Bolsonaro once again did not present any evidence about his allegations.

The pre-candidate for federal deputy for PSOL-SP Guilherme Boulos and social media pages that followed the broadcast on TV Brazil disclosed that Bolsonaro’s speech did not have applause at the end. For the state vehicle broadcast, at time 46:00, the audio was cut off as soon as Bolsonaro declared the meeting concluded.
Through other recordings made at the same event (Power 360 and metropolises), it is possible to hear and see the applause of the ambassadors as the president says goodbye to the guests. The absence of audio in the TV Brasil broadcast was the subject of several publications on social networks insinuating that the attitude of those present, of not applauding, would be an international shame for Brazil.
In the broadcast published on Bolsonaro’s page on Facebook, it is also possible to verify that the ambassadors applauded the president after the end of the speech, starting at 46:11. In the video posted on the Youtube of the Chief Executive, applause can be heard at 43 minutes and 42 seconds.
Recordings of the meeting show that there was a moment of silence after the speech was closed. According to a report by The New York Timesthen, members of Bolsonaro’s team led the applause and were followed by the ambassadors present at the meeting.
Attacks on the electoral system
At the meeting, Bolsonaro again made unfounded attacks on the security of electronic voting machines and the Brazilian electoral system. During the speech, the president repeated, without evidence, a series of allegations that have already been denied, such as that the polls would automatically complete votesthat the equipment would not be auditable and that one third-party company would count the vote.
Bolsonaro also tried delegitimize ministers of the STF and TSE, in addition to extolling a supposed role of the Armed Forces in the evaluation of the electoral process.
The president’s statements were countered by the TSEwhich once again ensured the security of the electoral process, Agency Magnifying Glass, to the facts and Estadão Check. Furthermore, the day after the meeting, the International Transparency Brazil sent ambassadors a checklist to deny the representative’s statements.

The choice about the candidate must be made based on true and reliable information.
