President Jair Bolsonaro (PL) called for a reform of the United Nations (UN), with a focus on the Security Council, when speaking at the opening of the 14th BRICS Summit, this Thursday (23).
“We must join efforts in search of the reform of international organizations, such as the World Bank, the IMF [Fundo Monetário Internacional] and the United Nations system, in particular its Security Council,” Bolsonaro said.
He stated that “the growing weight of emerging and developing economies must be properly and deservedly represented”.
The Brazilian president also praised the BRICS, calling the group a “win-win cooperation model for all parties involved”.
“Brics, in addition to representing a factor of stability and prosperity on the international scene, should contribute to the generation of employment and income and to the well-being of our populations,” added Bolsonaro.
At the beginning of his speech, Bolsonaro greeted the other leaders present: Chinese President Xi Jinping, South African President Cyril Ramaphosa, Indian Prime Minister Narendra Modi and Russian President Vladimir Putin.
The BRICS event marks Putin’s return to the world stage since the start of the war in Ukraine. The Russian leader had not participated in a forum with heads of major world economies since the invasion began on February 24.
When saluting Putin, Bolsonaro pointed out that he was “very well received” by the Russian in his country. Bolsonaro went to Russia to meet with Putin less than 10 days before the start of the war.

“Dear Presidents and Prime Ministers, Xi Jinping, Cyril Ramaphosa, Vladimir Putin, Narendra Modi, ladies and gentlemen.
It is an honor to participate for the fourth time in the BRICS Summit. In thanking the Chinese presidency for organizing this meeting, I greet President Jinping and all the Chinese people, who welcomed me so well during my visit to China in 2019.
On that occasion, we were able to advance the strategic partnership between Brazil and China, with concrete benefits for our peoples, as demonstrated by our cooperation during the Covid-19 pandemic.
I also greet my colleagues Cyril Ramaphosa, from South Africa, Vladimir Putin, from Russia, who welcomed me very well in February of this year in his country, and Narendra Modi, from India, countries with which Brazil maintains strategic relations in multiple areas, from politics to trade, from technology and innovation to public health.
Our relationships have contributed to the prosperity of our economies and the well-being of our people. We must join efforts in pursuit of the reform of international organizations, such as the World Bank, the IMF and the United Nations system, especially its Security Council.
The growing weight of emerging and developing economies must be properly represented. ,
For Brazil, Brics is a model of win-win cooperation for all parties involved and the international community as a whole. For this reason, we must choose priorities responsibly and transparently.
The BRICS, in addition to representing a factor of stability and prosperity in the international scenario, must contribute to the generation of jobs and income and to the well-being of our populations.
The BRICS emerged in the midst of one of the most serious financial crises in history. In that context, the strength of emerging economies proved to be fundamental for the recovery of the international economy.
In my government, I have been guiding Brazilian foreign policy in favor of the socioeconomic development of Brazil and our partners. It is necessary to be attentive so that the diplomatic exercise always follows the focus of the greater objective of producing prosperity and peace.
It is my hope that soon we will be able to meet in person to address this and so many other issues of importance to our bilateral and multilateral agendas.
While this possibility does not materialize, I reiterate Brazil’s willingness so that, even in the virtual format, we can have a productive dialogue and so that the 14th Brics Summit is successful. Thank you very much.”
