The call was expected to take place before Biden departs Wilmington, Delaware, to return to the White House, a source said.
President Biden will speak to Netanyahu as his government closely watches the situation in Rafah after the Israeli military ordered Palestinians to leave the eastern parts of the city.
The White House has made clear it is extremely skeptical of any incursion into Rafah due to concerns about the potential humanitarian impact.
The conversation also comes at a time when hostage and ceasefire negotiations have essentially stalled, with CIA Director Bill Burns remaining in Doha, Qatar, to try to continue negotiations.
