After a meeting with the Bahia bench, the president of the Chamber of Deputies, Arthur Lira (PP-AL), said at a press conference that the measures being taken in the state, due to the floods, are palliative and suggested a fund for the prevention and reconstruction of cities in disaster situations.
“This first moment is to save people’s lives, to accommodate, feed and treat. In a second moment, it’s time to survey the damage, the damage that the rains caused.”
Lira emphasizes the importance of future actions so that there is a specific fund for prevention in catastrophic situations.
“We are analyzing what kind of measures we can take to propose the Brazil that we have a specific fund so that, at that time, the resources arrive without bureaucracy.”
The mayor also points out that the bench of Bahia, mayors, governors and the community discussed that actions and rescue should be done with less bureaucracy.
“We should have other actions from the federal government to provide full assistance. And a request from the Bahia bench, is for this to be reduced bureaucracy so that it arrives as quickly as possible so that the state can have its normality as soon as possible.”
According to Lira, “in a moment of catastrophe, resources must arrive more quickly”.
The deputy points out that natural disasters are not predictable and that aid to the states must be immediate.
“All legislative measures, the Chamber of Deputies, together with the Bahia bench, with other parliamentarians, with the federal government, will be willing to make any legislative changes that minimize the Brazilian bureaucracy.”
Asked about the urgency of the appointments. Lira said that “all the measures that have to be taken immediately are on the part of the executive branch”, according to him, “the legislature facilitates and execution.”
Arthur Lira says that “the time is now to save lives, to welcome people who were hit by the catastrophe.” He also talks about rebuilding lost cities and preventing these situations.
“Many things can be fixed if we have a permanent reconstruction and prevention program. And for that, the legislative measures must be studied to see how we can adjust the budget [por conta do teto de gastos].”
The president of the Chamber says these measures will begin to be discussed in early February, when deputies return from recess.
“We are very sensitive to what is happening there. Anything that is emergency, the federal government will do. There must always be a way out for these things, we are talking about life, about catastrophe.”
