Aneel analyzes rules for the new financial aid to the electricity sector on Thursday

The board of the National Electric Energy Agency (Aneel) will begin to analyze the rules of the new financial aid to the electric sector on Thursday (3).

The financial operation was authorized through a Provisional Measure (MP) issued in December and aims to cover the costs of emergency measures adopted due to the serious shortage of hydroelectric power plant reservoirs last year.

The extraordinary meeting is scheduled for 17:00 (Brasília time).

Although the government has forwarded the procedures for granting the financing, the loan still has to be regulated by the agency.

On Thursday, the board must analyze a first proposal with the rules and open the deadline for contributions from agents in the electricity sector and society.

It will be up to the regulator to define the amount of the transaction and the payment terms, for example. Only after that will the resources be released to the distributors.

The amount will pay for emergency measures that reduced the risk of blackouts in the country or even energy rationing, such as the use of more expensive thermoelectric plants and energy imports.

With this, the loan will prevent the electricity bill from having a high increase in 2022, the year of presidential elections, as part of these costs would be included in tariffs this year.

Consumers, however, will pay in the coming years, with interest.

The new financial bailout has as a background the government’s decision to establish a tariff flag value that is insufficient to support the costs of the measures.

Although the water scarcity flag represents a charge of R$ 14.20 for every 100 kilowatt-hours (kWh) and is the most expensive ever applied to electricity bills, the amount is far below what was indicated as necessary.

According to data from Aneel, the Bandeiras account recorded an accumulated deficit of R$ 10.5 billion until December.
