After meeting with Fachin, Telegram vice president meets Bolsonaro

The president of the Superior Electoral Court (TSE), Minister Edson Fachin, received this Monday (6) the vice president of Telegram, Ilya Perekopsky. This Tuesday (7), it was Jair Bolsonaro’s turn to meet with the executive.

“Today, Freedom of the Press Day, I had an excellent meeting with the world vice president of Telegram, Mr. Ilya Perekopsky, and the legal representative in Brazil, Mr. Alan Thomas. Great conversation about sacred freedom of expression, democracy and upholding the Constitution,” he said on Twitter.

The messaging app was the last to sign an agreement with the Brazilian Electoral Court, after a series of attempts last year and earlier this year.

The negotiations only advanced after Minister Alexandre de Moraes determined the suspension of the application, in March this year. At the time, Moraes responded to a request from the Federal Police motivated by the failure to comply with several judicial decisions by Telegram.

According to the executive, Telegram is exclusively adopting in Brazil the monitoring of content published in user groups.

Perekopsky explained that posts identified as decontextualized or false are flagged as potential misinformation in a warning to users.

“This content is then forwarded to the fact-checking agencies’ channels on Telegram for analysis and disclosure of the true fact. And that’s not all: users will also be able to tag and report materials with supposedly misinformative content to the platform, so that they can be analyzed and, if necessary, denied,” he said.

Minister Edson Fachin reaffirmed the Electoral Justice’s commitment to freedom of expression.

“We are facing circumstances that could jeopardize our democracy. We are trying to find a balance between the public arena that belongs to politics and the field of action of electoral law. We try to keep these two camps separate because we don’t care about political issues, but about the application and respect of electoral laws,” said Fachin.

The vice president of Telegram spoke briefly to the press after the meeting with Jair Bolsonaro, at Palácio do Planalto. “We discussed freedom of expression, and freedom of expression is the most important principle on which Telegram is based,” said Perekopsky.
